ENCX UDE (unlicensed data edition) is a simplified version of the library for people who only need unlicensed ENC/S-57 data.

For US waters NOAA provide excellent ENC coverage free of charge.

Because UDE only supports unlicensed data it does not need a hardware or software dongle. This makes distribution of your software a lot simpler.

ENCX UDE has the same API minus the classes for raster charts and licensing. You could easily start off using ENCX UDE and then move to ENCX if a requirement to support licensed charts arose.
